Recently, the Ministry of Agriculture promulgated the Opinions on Accelerating the Construction of a Traceability System for the Quality and Safety of Agricultural Products, and proposed the establishment of a national unified retrospective management information platform, system specifications, and technical standards. Several types of agricultural products were jointly launched retrospective trials, and the scope of retrospective review was gradually expanded. The leading national leading enterprises in the industrialization of agriculture at the end of the “Thirteenth Five-Year Planâ€, qualified “vegetable basket†products, and “Three Goods, One Standard†scale production entities were the first to achieve traceability.

At that time, some provinces with good basic conditions will be selected for regional trial operation, and the national platform business functions and operational procedures will be further improved based on the trial operation. Priority will be given to the selection of apples, tea, pork, and other types of agricultural products to carry out trials in a unified manner, explore the retrospective mode, and gradually improve the operating mechanism of quality and safety traceability of agricultural products, and expand the scope of implementation.

The entire process of production and distribution is accurately recorded by cameras and sensors and incorporated into an open information platform. Consumers can pick up mobile phones to inquire about the production and distribution of purchased foods wherever they are. Once the quality of agricultural products is discovered, the responsibility of production and distribution entities can be quickly traced back to the source code and the Internet, thus ensuring the quality and safety of agricultural products.
According to statistics, at present all provinces, 88% of prefectures, 75% of counties, and 97% of townships have established agricultural product quality and safety supervision agencies and implemented 117,000 specialized and part-time supervisors. The Ministry of Agriculture fully launched the county-level agricultural quality and safety county-building activities, identified the first batch of 107 counties (cities) as pilot units, and 25 provinces simultaneously carried out provincial-level creation activities. Many places have explored a unique model of quality and safety supervision. There are the Weilu model of strengthening source control and the Shangluo model of the supervision system. There are also Xianju modes of supervision and service.
It is precisely based on local exploration that the Ministry of Agriculture proposes to perfect and improve the linking mechanism between traceability management and market access, and to use the scan code to enter the market or obtain retroactive vouchers as market access conditions, and encourages local governments to work with relevant departments to formulate local regulations on the traceability of agricultural products. The basic management systems for the main management, packaging identification, retrospective coding, information collection, cable verification, market access and other traceability management systems shall promote and standardize the implementation of the traceability of production and management entities.
