Hunan Province: Pilot County Public Drugs or Sale at Zero Margin Rate

In order to transform the compensation mechanism of public hospitals and cut off the economic interests of public hospitals in drug sales, Hunan Province recently announced the "Implementation Opinions on Promoting the Pilot Pricing Reform of Public Hospitals at County Level." All medicines sold in public hospitals in pilot counties of Hunan Province (except Chinese Herbal Pieces) will be sold at a “zero rate” in the purchase price.

It is reported that Hunan Province will pilot reforms at 10 public hospitals in Xiangxiang, Liuyang, Longshan, Qiyang, Lengshuijiang, Shimen, Chaling, and Yanling counties, and eliminate drug additions to eliminate The practice of using medicine to support medical practitioners will promote this policy at county level hospitals in the province.

All medicines sold in public hospitals in pilot counties (excluding Chinese Herbal Medicines) are sold at a “zero rate” of purchase price. At the same time, without increasing the burden of medical care for ordinary people, medical services items such as diagnosis fees, nursing fees, surgical fees, and special services for traditional Chinese medicine, which embody the value of medical personnel's technical services, will be appropriately raised within the total amount. The examination fee is measured and adjusted according to the registration fee, the examination fee, and the cost of medication service. The outpatient examination fee and the inpatient examination fee can be divided; the outpatient examination fee standard can be set according to the doctor's technical level, and the general outpatient consultation fee. Within 10 yuan for each control, the highest technical level standard should be controlled within 15 yuan each; the standard for inpatient fees is controlled within 15 yuan per day.

After the success of the pilots in the eight counties, Hunan Province will promote county-level public hospital reforms throughout the province next year. The reform strives to raise the rate of visits within the county to around 90%, basically achieving serious illnesses without counties.
